Make sure that you have 'Assign IRQ to VGA' enabled in the BIOS.
Make sure that the latest version of Unreal Tournament is installed.
When in the game does it lag? Is it when playing over the Internet or just in general?
Check that teh IRQ for the VGA card is not being used by other devices as well. If you have a card in the slot immediatly underneath the AGP slot, move it to another slot as this one on 99% of MoBo's uses the same IRQ setting as the AGP slot.
What resolution are you running the game in? Too higher res and the game can stutter or lag.

Am I right in saying that if all textures are set to high, it lags less than in medium?

what graphics drivers are u using? if u are using the detonator drivers, what version are u running? if its not the lastest ones, then that could explain why ur graphics is lagging. on pIII 733 with a GeForce DDR is a kick-*** system. oh, one more thing...do u have enough RAM too? 128 should be ideal for win98/98SE or Milliennium.
