Expand my Windows Desktop to another Monitor

I have a COMPAQ Presario 1692 Laptop. I am using Windows Me. I have a Philips Magnavox 107S Monitor connected to the laptop.

I would like to expand my windows desktop to the monitor, however, the "expand your windows desktop option is not active".

How can I get this to work. It use to, however, I downloaded the latest video driver from ATI (which I shouldn't have done) and now it doesn't function.

Remove the new ATI Driver and reinstall the older one. I have never heard of new drivers removing functions.
