First let me say I have fixed Shutdown problems on at least 15 systems with the Windows Shutdown patch. The patch does not work on the following issue. I have had 3 systems in shop in the last month for the exact problem. the problem is when you go to START,SHUTDOWN,Select Shutdown OR Restart the system blinks for 1/2 second and goes right back into windows, the system does NOT hang it just will not restart or shutdown from any where, even if Windows prompts for a restart, it ignores it and goes directly back into windows. Like I said 3 customers have had this issue, I spoke with HP tech support they tried all the tricks, so if you know of any resolution to this please inform me. Thanks Jason

Have you perhaps tried manually closing all running programs (like in the taskbar, or using Ctrl-Alt-Delete)? Perhaps some program is not letting Windows shut down properly.

If not that, I would suggest perhaps scanning for a virus (though I've never heard of any viruses doing this), or just re-installing Windows.

Sound like a trojan called "hey you". This Trojan also steals passwords. do a search on your harddrives for the following files;
1. msdos98.exe
2. uninstallms.exe
3. mine.exe
4. mi##.* (the number signs being a random number ie mi57 or mi31. These all need to be deleted. also you will have to uncheck read-only on the system.ini file. then remove the msdos98 line from the run= line. ( you may have to search for msdos98, because it is spaced way to the right. Good luck...

Is AOL on any of these machines. Some systray apps don't allow windows to shut them down and windows can't shut down with them running. Check and see if windows is shutting off the hard drives. Some drives windows cannot turn back on yet they need to be on to shut down windows.

have had similar problems here and agree with olgriz, hope i spelled that right, memory not always there.

Ok, ive seen this happen alot. Try this...

Go to Start, Run... and type in the box MSCONFIG and hit enter.

Once the program comes up, choose Selective Startup and uncheck all the boxes below it. Now click on the Advanced button.

Put a check next to Disable UDF file system.

Now hit OK... then once your at the first window, click Apply.

NOW you must use Ctrl+Alt+Del and shutdown the explorer. If that doesent work hit Ctrl+Alt+Del again until the whole system goes off. If this still wont work shut off the power with a cold reboot.

Once you've restarted windows, attempt to shut down the system normally. If it works, you now have somewhere to start looking which would be the *.ini files and the UDF file system. They may be corrupt or conflicting in some manner. Good luck.

Microsoft has this issue on there web site and i had a machine also that did this what it is , is a program in the startup group that has a corrupt file you have to go into msconfig and disable startup programs , if it works after doing that , then you have to weed out and figure out which one is doing it, good luck,
