I need help !! Setup failed to launch installation engine

I am trying to install software that was sent to me via email. I download the software to a file and then open the file. The program tries to open however I get the message:

! setup failed to launch installation engine:
error loading type library/DLL

I have searched all over the net and can't find a solution. I cannot find my original Windows 98 disc. Can anyone help? <IMG SRC="smilies/frown.gif" border="0">

1.. goto "Start" ->find files or folders
Search for *.Cab on your C:\ drive - you should see Win98Cab_34 etc! if this is the case you do not need your CD.

2.. You mention that the prog was mailed, find out from the mailer what procedures he/she had used.
