Reboot instead of Shutdown

I have a machine that will run the reboot routine instead of shutting down when shutdown is selected in Win95. I have tried setting the default value for shutdown in the registry, but no luck. Any ideas?

Had a machine do that recently. Once I removed the old awe32 from it, shutdown with no problems. So my first guess would be to start pulling cards and see if one is acting funky with the system.
