Windows 98 doesn't restart

My windows 98SE system (on a xcel 2000 motherboad with Asus V3400TNT video card) doesn't restart. It just get to the Windows shutting down screen and thats it. When press restart button on the PC though it resarts without any error in rebooting. My best guess is its a motherboard problem. But if you have any other suggestions, that will be very helpful.

Check for device conficts. Then try the W98SE Shutdown Supplement from http://support.microsoft.com/support/kb/articles/Q239/8/87.ASP
