[RESOLVED] Fatal Exception

In win95, I recently began to get the following message when working Control Panel "fatal exception OE has occurred at 0028:C0285E19 in VXD IFSMGR(04)+0000D4F1" and then I wind up back at the desktop without being able to make any changes in the Control Panel. The little arrow floats across the bottom of the desktop which says "Start Here"
Where do I begin to solve this problem?

The reason why it is doing this because a file, Vhpscand.vxd, was misplaced. Click Start, Find, Files or Folders. Then in the Named box type Vhpscand.vxd. If this file located in the Windows\System folder, right-click the Vhpscand.vxd file, and then click Cut. Open Windows Explorer, right-click the Windows\System\Iosubsys folder, and then click Paste. Restart your computer.
