There are several places to check out.
The win.ini file
The startup group
The run key in the registry
If your not familar with these files, please take it to your local technician to remove the files.

I have a suggestion for u and anyone else reading this - Get yourself a program called "Uninstaller"!!! It has saved my butt many times, it can uninstall partial programz, invalid start menu entries and registry entryz! It is available at most PC stores, or u can try it as shareware from: http://www.cybermedia.com/products/uninstaller/
It is a "must-have" program!!
Hope this'll help u =)

try reinstalling internet explorer. Or in internet properties, <Programs> click the Reset Web Settings (ie5).
Last resort. Copy the settings of the DUN account, tel number, username, tcpip settings etc. Delete it, and create a new one. Run it when finished. When you type in the password, you should have 2 tick boxes. 1 is to save the pw, and the other is to Dial Automatically. Take it off !
good luck

almost forgot. In IE4, there is an option in the Connection Tab to say "Dial when there is no current connection" etc. Try playing with the options here.....

argh, another thing...... if you are running Windows 98, do Start, Run, MSCONFIG. Here you can play with the startup, registry, etc without risky file editing. Just tick - untick the boxes!
