Device manager, System devices, PCI bus, IRQ steering. Turn it off.

Go into BIOS setup, where it says "PnP OS Installed", change it to NO, change "Reset configuration data" to YES.
Restart, in safe mode, remove 3 or 4 devices from device manager (modem, sound card, and com ports usually works), go down to system devices, PCI bus, IRQ steering, disable.
Restart.

Also make sure you disable ACPI in the BIOS as well.
