I am ping but cannot web

I am having a problem that i have fixed a couple times in the past. I cannot remember what I did.

I have a Win98se setup that has a problem with not being able to run certain TCP/IP applications like web browsers, AOL client software. I am pin and tracert. I have checked internet settings in the control panel where i set them to default settings, and reinstalled the entire network stack a few times. Any ideas how I should troubleshoot?
