Video meltdown in Win98

Periodically, all text (desktop icons, status bars, application menus, text being edited in a word processor) will quickly go from being crystal clear to a thoroughly melted-down look that only disappears after rebooting the machine.

Has anyone else ever experienced this? If so, what is the solution?
