lost the bottom toolbar an startup button running 95b 486/66 32mb ram can anyone help thanks

If you mean the taskbar and start button, move your mouse to the bottom of the screen, when you see the up and down arrow left click, and drag it up and release. if you can't get to it cause it is too far down, try resing your screen by the monitor controls, or increas your screen resolution in display properties.
