What caused Windows not to shutdown? The "Please wait while Windows shuts down" screen stays on forever. Is there anything I can do to stop this? I've already ran scandisk and defrag, but they didn't help.

Try running msconfig and check to see in the advanced options if "Disable Fast Shutdown" is enabled. If it is, then uncheck it. If it isn't then check it. It's weird, but it can work.

There is a patch on the MS website for this problem on 98. This happens alot if it is on a network with mapped drives. The best way to do this is hook it to the internet and do the windows updates....you will find the patch there. :D

Also, IF you install that patch.... you will get that problem alot, but this time you will not able to check the "Disable fast shutdown" under MSConfig.... so you can use this registry key and change it to "0"(zero)

My Computer\HKEY_LOCAL_MACHINE\System\CurrentControlS et\Control\Shutdown ... the String key named "FastReboot" change it to "0"(zero)

Was just going to suggest that. Plus, try making a shortcut (weird...but ebar with me. It helps to troubleshoot at times) Just make a shortcut on your desktop and in the command line put:
RUNDLL.EXE user.exe,exitwindows

Also try, if there are lots of proggies running in the background when you are tryingt to shutdown, end tasking the proggies that are normally running when you shutdown. Good luck. :) :)
