Once in safe mode remove all network support and dial-up networking and reboot to see if it will then go into normal enhanced mode....

Once you fix the error message and if the system still boots into safe mode, add the following to the "msdos.sys" file.. "bootsafe=0" this will force windows to always boot to enhanced.
For all the flags, look

David,
Your fix,
Find and delete the Vmm32.vxd file from your system (Its in C:\windows\system folder). Bootup system using bootdisk with CDROM Drivers. Install Win98SE over the top. The installation will be the same as usual picking up Hardware, drivers etc etc, when this is all done the system will reboot, you might get a few conflicts but no problems, just bootup in safe mode go to Device Manager, go through and delete duplicated drivers from all (CDROM, Display Adapters etc). Once done restart your system, she will find all hardware again, once the configuration is complete shutdown and restart, you'll find that everything will now be OK.
GOOD LUCK
Paul
