Desperate Still booting into Safe Mode

Hi Guys.
First of all I would like to say thanks to all the guys who have given me suggestions.I am afraid up to now no luck.
I have booted into dos typed win stil goes into safe mode.
I have taken out the network adapters and put them back in.
I have disabled the on-board Lan
I have disabled the TrendChipVirus in the bios.
When it boots now it say's
IDE Detect Okay Then
C:\REM-By Windows 98Network-c:\Windows Netstart
Rem By Windows 98 Net-c:\windows\Netstart
Thanks for your Help.
Can you load 98 over the top in Safe Mode you rekon or what if I do a scanreg /fix
