What is this and how do I fix it? I get a system hang on the 2nd time of connecting to IE, though the first is fine. I just did a reformat and fresh install of W98se to get rid of this problem and now it's back. Also, though I don't know if it is related or not, but when I click on the start button there is about a five second delay before the menu pops up and if I right click on a drive in my computer there is about a 20-30 second delay before the menu drops. ANY help would be more than appreciated.

I have seen hard ware problems cause delays especaily video cards, did you change any hard ware just before all this started happening?
Pull all your cards out ( except video ) and reboot,if the delay is gone then you know the video is OK, reinsert one card at a time, reboot after inserting each card, when the problem returns the last card inserted is the problem http://www.windrivers.com/cgi-bin/forum/eek.gif

There hasn't been any hardware change for quite some time. (Specs - 466 celeron, hercules ge-force ddr, 128 ram, awe 64sound, d-link network card) After the fresh install, things were fine and the only new software loaded was napster and ICQ. Could either of these be the culprit? Thanks in advance!

Yes, either could be. Take them both out of startup and try it. If still happens uninstall them one at a time, rebooting and trying to connect each time.

I've found it is usually related to email. We've got outlook and exchange at work. We usually un' then re-install these to fix it. We've got the Dlink 530TX and 500TX on site. I've often seen it occur alongside print jobs.
I wouldn't think Napster was the culprit but might expect it from ICQ.
What applications are you using? (other than ICQ and napster?) Try updating the Dlink drivers.

Go to Start > Run > and type in SFC.
Extract msgserv32 from the original CD.
REstart.
