Thanks for the tips so far...
The user does NOT have IE4 (since there is no modem in the system)nor a sound card. The drivers have been cleaned out and re-installed but no luck. Unfortatly the computer is stuck in a plant and I am at head office, so I can not try the restart in safe mode with networking. Thanks for the tips so far. Greatly appreciated! Anymore ideas on this one would be wonderful!

Perhaps this will help...

I've seen this happen on some network machines when they have tcp/ip, ipx and netbooie <G> all bound to one nic. I bet you'll find if you remove the network adapter it will shut down just fine. Leaving these machines overnight you will find them shut down in the morning, so the best solution I can offer is an atx board that will turn itself off when it's done.

I'm probably a little late, but I have the same problem. Windows will not shut down. The little I have determined so far, is that if more than one drive is mapped, shut down will not occur. A workaround (assuming there is a human present), is to log off, cancel the new log on and then shut down.

I had the same problem with all our new Dell's running Win98. I ended up having to run msconfig, click on advanced and uncheck the option to disable fast shutdown.
