power led is flashing

A friend of mine shows me his PC. Basic system configuration - PII, AGP video, nothing fancy. Hit the power button and the power led just flashes on and off. You can only power down by flicking the psu switch. It never get to post, or anything else. I have unplugged all devices, cables, etc. Still have the proc and memory. I am thinkin the mobo has done been zapped. Your sugggestions are welcome.

Locked in stand-by mode? Try disconnecting the PS from AC and the Motherboard for a while. I've had a couple boards do this and it took 1/2 hour or so off all juice to finally get back to normal.
