I have a PII233 with 64 meg RAM & Win98 SE on an AH6 PII mainboard. When booting the system from cold, it gets to the 'Starting Windows 98' message, & then reboots just as if you had pressed the reset button. It will do this half a dozen times or more before going into windows properly. Anyone got any ideas?

First of all, ensure that it's not a software related problem (e.g. Viruses, Faulty Windows installation etc.).
Then you have to pull out any unessesary parts (like sound card, modem, CD-RW, DVD, and things like that). The whole idea is to check whether the system works without parts like the above. If it works, probably there's a problem with something of the above.
You have to try another power supply (if possible). A power supply that's not working properly, is very common. Check also the power switch. Sometimes those things stuck when pressed and make the system reboot or shutdown. It's very common too.
Finaly, if all of the above wouldn't work, you have to check your RAM and your Motherboard.

did you try some of the stuff in the windows 98 trouble shooter there is a very complete method of narrowing down start up problems .....I would disable that splash screen for one thing..remark off the logo or as defined to disble...and a few other things that would apply...
