I want to make a case, but don't want to screw it up. I want something basic, so what would be the cheapest case to get, that I could really make something neat out of. And what tools would I need to do this?

Case mods are limited by only your imagination, handyman skills, and of course, your pocketbook. Probably the easiest and most useful thing you can do is add more fans, although you might have to cut a few holes to accomodate the new fans. A Dremmel tool is a case modder's best friend. :)
Best thing to do is practice on old junk before you try moddin something more expensive. Try making round holes in an old 486 or something, that way if you screw it up, no loss.

I would definately recommend a cheap case for your first case and one that's large and can be easily molded to your liking. I would recommend the case at the very bottom of this page.

The case is the very last item. It's big enough to work with easily and actually has some cool features for such a cheap case. Plus, you're out about $60 with shipping and that is a good price for any case and PSU. Plus the company is great and I've never had any problems with them. Definately invest in good paint (you get what you pay for, don't go cheap on the paint), sand paper, some clamps, a good drill and last, but most important of all, a dremel. As you venture down the road of case modding, this will, ultimately if not sooner, prove to be your best friend. Feel free to ask any questions as there are a couple of people on this forum (myself and fierce1 included) that do quite a few case mods that would be able to help you.

Mac and AplusTech have given excellent advice, and I will only add this, take your time, plan out what you want your mod to be, and check everything twice before starting the mod. If you rush it, it will come out crappy. My first case mod was on an old AT case I had sitting in my basement. You definetly learn alot from the first mod you do. Like Aplus said, feel free to ask questions.....thats what weare here for. :D
Good Luck...and let us know how it goes!

http://www.logical-source.com/ has a few REALLY cheap cases, I'm talking $10, so get a few of them to practice. :D

Thanks so much guys, I really appreciate all the advice, and I am going to start my little adventure this weekend. I have a idea in my head, and a set plan. I also have got the Dremel, I just need to pick up some paint, clamps, etc.. I will let you know how it goes, and post some pictures of my either disaster, or success once I am done. Any other advice you can give would be much appreciated.

Yes, just remember you're doing this for yourself. It's not a disaster unless you are unhappy with it. This is all about creativity so express yourself. If someone else doesn't like, the bloody bastard can go to hell
:D
Just be sure you have fun doing it
