Trying to setup existing w98 hard drives(C & D on IDE 1 on above. Video card is Gallant AGP Riva 128 chipset, 256K (100)ram . No POST. No video-black screen. Hard drive LED's, floppy LED, & CD LED come on,as well as cpu fan and chassis fan. That's all.

are there any beeps at all?
have you tried a different CPU??
have you tried another video card or changed the RAM??
If you have done these, try removing the hard drives from the system and see if the system posts. If so then ensure that the drives are jumpered correctly and change the cable. If these fail, try changing the power supply.
Good luck

No beeps whatsoever. The mobo is brand new, the cpu is one month old, was on a Biostar M5ALA v1.0 mobo replacing a 300 mhz AMD. The system had been freezing a lot. With the 450 cpu, the freezing began after a coupla weeks and so we're trying this new mobo. There are two 128K ram chips, one is less than two mos old, one by Viking, one by CE. As you can see, a lot has gone into trying to get this system running smoothly. Have not tried changing the video card yet. I did check all the jumpers and found that the VR jumper had been set at 3-4 instead of 5-6 (2.2 volts instead of 2.4 volts). Was this an irrecoverable error?

Hi,
I've worked with the FIC PA-2013 many times. First stick only one of the rams in there, second double check your jumper settings and voltage! Good luck you'd be surprised to see what you can miss.

Well, it booted (no beeps) after removing the modem, sound, and network cards, as well as disconnecting the d drive and the cd rom. I removed everything in system manager and rebooted to let w98 find everything again using the new mobo. Of course, that didn't work perfectly since files that never had been on there couldn't be extracted from win98 CD when there's no cd rom. next I put cd back on line and half the time the system hangs, primarily when it tries to warm boot. I will try removing one of the ram sticks, as well as another power supply as Darren suggested. I'll try again tomorrow.

As a final note, I replaced the power supply and underclocked the machine and it booted, but it was not stable. We gave up on it, went to an AsusP3B F and a P III 450mhz cpu. Sweated over that one a while til finally thru trial and error it appeared that the hard drive was too slow for the mobo/cpu. (Underclocking down, down, down finally saw it boot. Switched to an Ultra DMA2 Seagate 8.6G hard drive as c: and so far all is well. Thanks for the advice-I'm disappointed in FIC and think Maximum PC understated the trouble to get the patches for its FIC 2013 incorporated into the system.

Have you d/l the file AMDK6UPG.exe from AMD site?
I have used it for my 350, 400 and 450 and it stops the crashing?

I experienced similar problems with FIC PA-2013 2.0 & EO036 sticker. Hangs, resets, no BIOS recognition randomly, etc. Tested the same board with Pentium 233MMX and works fine. Flashed bios, no changes. The only way to make it work reasonably was undeclocking down to 300 MHz. Disks are ST3630 and Quantum Fireball CX10.2. Crashes aer not related with disk or UDMA type.
Any hint not to waste 150 MHz of CPU speed?

I have a similar setup, AMD K6-3 450, 128 MB RAM, FIC PA 2013. I actually LOVE the performance and reliability of this machine, but am unable to figure out why the system reboots when I choose "shut down".
BTW, double check your BIOS settings... I had to make many changes.

this is the response I got on FIC 2013 when I had problems with video and memory. Note they say it works with voodoo3\2000 and some others but I haven't had a stable pc yet with this board with anything, stopped using it. There is a 8\99 bios update if you follow the link, don't know if thats the one one of you tried or not 038. Sorry so long but thought it might be helpful. Also I had vers 2.1 whcih was supposed to be "fixed" according to this but wasn't.
Copy of email from FIC:
Excuse me for this inconvenience, I try to setup auto responser by Microsoft Outlook & Outlook Express by its current build in tool, since our limit resource I am not dream to fancy
utility. For people whose mail system is not Microsoft I must say sorry, I will try to change most into plain text format to see if most people can read. My OS is Chiese Windows98 SE1
with big 5 code, hope this can help if you have problem decode. I will scan all coming mails if I judge auto responser can not help you, it will reply personal manully.
It would be nice, if you could include the original message w/o my header.

Here are two popular FIC models' support page, user can get first aid under each's FAQ, if your model is different, all you need is replace model name after last slash, for example VB-601 user replace it as http://www.fic.com.tw/techsupport/motherboards/pentium/vb-601.htm
Y2K & Extended INT13 issue, update bios can be found under our FTP server each model subdir. ATA/66 HD and VIA miniport driver IRQ routing issue is post on FAQ.
Best time to access us in 12PM ~ 9AM local time (Taiwan), must avoid 2PM ~ 8PM except double S day, rest is up to your lucky.
For people try to upgrade your system with CPU, please refer our CPU table on below page before upgrade to protect your investment, if not list in table means not support system will downgrade and treat them as 486DX even you have proper jumper for it. http://www.fic.com.tw/techsupport/motherboards/documents/index.htm
It also list all ports pinouts such as USB, PS/2 mouse, IrDA, serial. this page is valuable to second hand owner people who miss original accessaries and need to check pinouts.
All RMA service must apply through your original local dealer, FIC Taiwan offer this account for tech support only, do not bother me for post-sale service, canned attachement will rsepond for you.
Here is page for First Mainboard owwner registeration http://www.fic.com.tw/1stmainboard/advantage_register.htm
To support K6(2)-475 you need latest bios JI1537.bin and it is set as 95X5 at 2.4V in VR
To win95 user with K6(2)-350 or above you need a patch from AMD to avoid "I/O devices initialize eror" while boot. http://www.fic.com.tw/techsupport/utilities/ficmisc.htm
If you find PCI card only work in slot2 or ISA card not able to get IRQ resource it is miss VIA miniport driver 1.1
Whenever I set my bus speed to 100MHz and the multiplier to 4x, the system either won't boot, or hangs randomly (fatal).
Presently I am running 83MHz x 5x (415MHz). With system FSB drop and L2 back alive, it is typical L2 cache bad at 100Mhz
example, please reach your local dealer for RMA service and mark this root cause to save engineer time for repair.
VooDoo3 3000 is not supported by current PCB sold in market, but 2000 work well and FIC plan to revision PCB 2.1 to support VooDoo3 3000, one month from now (7/1/99) will hit market.
We just finish test with Creative Lab TNT2 Ultra in Wintune99 on PCB 2.0 start from bios JI1531 to JI1533 all work in OpenGL and D3D mode. Here is some guild lines for tester, all VIA drivers must proper load, VxD29 or its later must reload again after AGP drivers each time
been updated, check FAQ for win98 user to know what VIA drivers need. Do not add third party VGA overclock utility. To those people install 3D game with failure message to detect 3D mode, please ask software vendors to add VIA chipset support driver for you. (7/6/99)
PCB 2.1 with K6(3) & TNT2 Ultra & VooDoo3 3000 is still under testing week later I will update this part again for public.
My bios settings conflict at 2F8 and even when it is changed win98 does not recognize the mouse which is pc2.
Please try to enter bios to load everything in default and reboot again, or use flash program bundel with original bios to flash bios again with /cc /cd to force bios reset totally again. it is CMOS parameter mis interpret with new bios issue, CMOS must update to correct it.
Those people who bought earlier without sticker "E-O036" on box can upgrade CPU up to K6(2)-400 with bios JI1532. Or reach local dealer for service charge upgrade for K6(3) & K6(2)-450 and bios JI1533.
Does FIC have a domestic U.S. tech support phone number? If so, what is it?
Currently FIC is not doing any mail order direct to public, phone support is for our direct accounts only, people addiicted with it, select local dealer provide it.
All bios released for VA-503+ are not compliant to ACPI, please do not install win98 with /P/J or it will report COM & LPT error.
Both Siemen & Micron SDRAM has compatible issue with our VA-503+ & PA-2013. our engineer is studing now. Before any update for this issue please avoid these two brands of SDRAM.(7/16/99)

FIC PA-2013 ver 2.0 E0036 Bios JI1533 I have had similar problems while setting up this board the best fix I have found is to run the VIA driver install and bus master on first boot with (WIN98SE)from the FIC disk Let it reboot
then changed the display settings for my video card started out with RIVA 128ZX worked great then games required more than 8MG video so I went with Voodoo 3500tv (was sent new cd and cables next day air)just installed it and run setup for the new card and it's been running great Past 3mons.
I don't know if this helps but I'm only running AMD K6-2 350 chip I do want to move up to k6-3 450mhz both AMD and FIC say the board is certified to run this chip. the bus is set at 100mhz,128MB PC-100 generic Ram..
The only fix I have found for system reboots at shut down is to go into bios and set to 4 sec. delay as of today I have found MS has a patch for this problem but only states certain M/B's but didn't list them..
This board has been most relable to me only complaint is that it won't run a ATA/66 hard drive limited to ATA/33 but PROMISE has come out with a Multi-controller W/own bios to work around this. Haven't heard of it or read anything about it yet. As with anything else before installing or setting up a new system go to the web and get the updated drivers fisrt then install it I've used this thinking since March99 and haven't had any problems.. last thing scratchy sound make sure your video and sound cards are seatted in had this on another PC opened it up and it was right there... gold strip exposed alcohol and a q-tip fix for $35.00 On Site repair not bad for ten minutes work
