You have to use a part of Novell Netware called ZENworks which is a tool for workstation management. You didn't say what version of Netware you are using, so I'm going to assume it's 4.11. In NWADMIN32, you have to create a user policy package and associate it to all your users. Then double click on the policy package, you will see a list of several different sub-policies. The one you want is Desktop Preferences. Make sure it is checked so it is enabled, then double click on it to change the policy. In here there are all sorts of neat options, (like forcing any wallpaper you want to appear on one, or all desktops! Good for April Fools coming up http://forums.windrivers.com/cgi-bin/forum/wink.gif) but the one you want is listed under "roaming profiles". I advise storing the profiles under the user's home directory, that is the easiest way to do it.
If you need more information, check out The Novell Zenworks Coolsolutions Site (http://www.novell.com/coolsolutions/zenworks/subject_index.html).

McGyver is right about ZEN. I investigated using policies for WIN95 and Netware. Not only do you have each policy you have to ensure that it is setup on each work station. I found some 95 boxes had installed others didn't. Look at spending the money on ZEN, we did and I'm waiting for it to arrive.

Actually you don't have to spend any money on it, you can get the ZEN starter pack for free. If you want/need the advanced features like hardware inventory, the ZEN full package is well worth the price.
I can use ZEN to force a virus update on all workstations, and even force the workstations to reboot if there is a full-fledged outbreak. (Among other things)
