In the Display Properties, I can increase the refresh rate from 60 to as high as 100. Does this actually have any effect on a TFT LCD display? Could it cause any harm to run it too high? I've tried both 60 and 100 and can see no difference at all.

LCD panels do not have scan lines like a crt monitor.

The TFT and video card sync regardless of that setting, however if you set it manually that is what it will be sending out the vga port - keep this in mind for attaching an external monitor.
