Toshiba 2GB hard drive problem in handheld PC

I just got a 2GB PCMCIA hard drive for my handheld PC and it keeps asking if I want windows to format the drive so I can use it.

I formatted the drive but each time i restart windows it still asks if I want windows to format the drive.

How can I fix this?
