Found it at MS Knowledge base. Apparently it is not included on setup, but you can run a file which installs it. All can be revealed at: http://support.microsoft.com/support/kb/articles/Q264/5/41.ASP

When I upgraded to ME from 98, I used MSBackup to backup everything. Installed ME and was floored that there was not install for the Backup!!

It is on the CD though, just not in the setup. Put in the WindowsME CD and browse, goto the X:\ADD_ONS\MSBACKUP directory and execute the MSBEXP.EXE program. Wham! You've got MSBackup installed again!
