voice over frame relay

i am trying to add voice capabilitys to a frame relay network. my question is in the product description on cisco's homepage says theres a 2 port and 4 port telephony cards.... are these ports to hook up physical phones, or are they to plug in phone lines and the phones stay connected to the existing phone block.
