i know there are many questions on htis topic, but i couldnt find one that related to this.
i find that when accessing a win 98 machine froma win 2k machine, the connection is very slow, as in takes about 2 minutes to even list directory contents.
what have i done wrong?

What Protocol do you use?
What Nics?
What Version of Driver.
Crosslink or via Hub or Switch?
Give more detail and I will be able to help you.

protocol = tcp/ip
NICs = dlink 10baseT w/16kb cache onboard. (with both bnc and rj45 inputs) specific model DE-528CT
cable = 10m cat 5e
dlink 10 baseT hub
latest drivers from d-link site

Believe it or not I have seen problems like this which were resolved by replacing the DE-528CT drivers with generic Realtek (the chipset on your DLink card) drivers. The newer DLink DE-530TX+ does work well with the DLink provided drivers.

i did think it was odd when win2k wanted to load a realtek driver. anyway, i will try this.

ummm, have come across many realtek drivers and im not sure now which to use
