Will try to give this is the shortest manner possible. I installed Adaptec 4 from HP AND installed all updates from Adaptec website. Doesn't let me burn only read. Fine, I junk Adaptec and rebooted. Next thing I know, my CD-RW AND CD-ROM (Mitsumi 4820T) have an error on it in Device Manager. Both drives are detected but show error: Device is not working properly because Windows cannot load the device drivers (Code 31).
Simple enough, I updated drivers, rebooted. Unresolved. I uninstalled both CD-ROM's and rebooted. Windows detected them and loaded them back but STILL same error. Unresolved.
Went to Windows KB tells me it's a simple error, usually a reboot will do the job. Not so. I have updated drivers, uninstalled, reinstalled and rebooted countless times. Unresolved. Even replaced driver files with fresh copies from another W2K computer. UNRESOLVED!
Anyone have any ideas?

Probably you have deleted some shared files too. These files are used by various programs.
You can install a clean-up utility, such as Norton Uninstaller and Norton WinDoctor and clean-up any dead links reported by the Registry.

No...don't do the Norton crap...sorry to speak so bluntly but I've made too much money because of Norton....
Try connecting just the HP burner, uninstall Adaptec (did you order the upgrade to the deluxe version from HP?) then reboot and reinstall Easy CD Creator 4 and all patches--I have 5 as of this writing--and test the drive BEFORE reconnecting the CDROM as the slave.

Quick question, Have you checked that pc for viruses? Do a quick scan with antivirus boot disk (drsolomn,norton) and see what that does.

I had the same problem happen to me (with a HP 9140i).
Have been looking for a solution for days (non-stop), and now will try the solution that Sowulo has put forward.

This is not happenin'!
All of the above "solutions" failed.
Couldn't even get the CD-ROM to work alone!
Uninstalled everything, removed everything, reconnected each on its own... same error.
What is going on?!

Can you try a different burner or install the burner on a different system to make sure that something hasn't failed in the drive and not Windows?

Common problem
A few writers do not operate under windows 2000 for some reason. I have a couple here in front of me that work fine under NT, 9x, & ME, but refuse to operate under 2000.
I have searched HP's site and had no joy with an answer to date.
Just checked the MS Hardware compatiability list and the 9110i is not listed when you search
The Mitsumi Writers that are supported by 2000 are:
CR-4801 TE
CR-4801TE
CR-4802TU
CR-4804TE
CRMC-FX3201S
CRMC-FX322M2
CRMC-FX3400S
CRMC-FX4010M
CRMC-FX4831T
Other than that no other Mitsumi writers are listed on the Compatiability list.

The CD-RW works fine in Win98 SE(dual booting)... so nothing wrong with the burner or CD-ROM.
The point is, BOTH were detected fine in Win2k UNTIL Adaptec EasyCDCreator Deluxe 4.0 (with upgrades)had its way with everything.
The CD-ROM worked fine until that point as well. (Didn't get a chance to try the newly purchased Writer in Win2k).
I can understand no driver support for Win 2k - fine... but why did it stuff everything else up.
Now I am left with no CD device at all in Win 2k.
I am going mad here!

The following is from the MS KB:
This error message can occur for either of the following reasons:
If the operating system calls the driver's AddDevice routine and is unsuccessful. Windows 95/98 actually reports this error message as a failure to load a dependent device, which may apply in this situation.
After unloading a driver, Windows 2000 did not close its handles, delete its device names, and so on. From Object Manager's perspective, this indicates that the old object/device never went away, so the system does not create a device object for a device that reappears because of a possible object name collision.
Troubleshooting
In either of the situations described above, this behavior is usually caused by a bug in the device driver. Verify that the driver you are using is digitally signed for Windows 2000. In the second situation described above, the error message is resolved after you restart the computer. To prevent this behavior from occurring again, obtain a Windows 2000 signed driver from the device manufacturer.

This error occured when I upgraded from NT to Win2K. For some reason, Win2K would detect/install the cd drive but would not see it after reboot. This happened with any cd drive or writer I tried. As you've already found out, getting the latest drivers did not fix this problem. The solution for me was to do a clean install of Win2K. Somehow during the initial NT -> Win2K upgrade something got wacked. Maybe missed drivers???? Sold the HP9140i to a mate who doesn't run Win2k.
Small loss, now looking for a SCSI CD-RW to use with an Adaptec AHA-2940W SCSI card.
Will probably still have to format the drive, luckily I have 2 partitions...
