I'm trying to fix my old CD writer so I can sell it but it just wont power up at all and I don't see any fuses in it.
What could be causing it not to power up?
It's an internal HP 8200 series.

While I don't have a direct answer to your question, go here for <a href="http://www.hp.com/cposupport/swindexes/hpcd-write10787_swen.html" target="_blank">downloads for hp cd-writer plus internal 8200i drive</a> . Click on Parts Info...once that page loads up, click on List All Parts. It doesn't look like there is an obvious fuse to check...only the entire drive itself.
As for not powering up, make sure you have the IDE cable installed properly (not reversed.) Same for the power cable...are you sure good power is making it to the drive?
Just a couple of suggestions...hopefully, the drive itself hasn't gone bad yet. Good Luck!

Does the IDE really have to be plugged in just for the eject button to work?
Anyway I dont really case if I cant fix it cause I got a new one, but if I can I could sell it.

Normally you would expect the drive to work with just the power connected, you should be able to play a music CD from the front panel play button. Although there can always be an exception.
If you're sure of the supply on the power lead, you could check where the socket connector is soldered onto the board inside the drive, in case there is broken soldering. Any fuses can be expected to be a chip type, surface mounted on the PCB or a pico-fuse type like a small transistor pack with two wires. Most drives will have a few, maybe two or three. The surface mount type may have a rating stamped on them e.g. a flat biege coloured chip with 1A on it.
They can be checked with a multimeter like a standard fuse, should measure short circuit. Normally if they blow, something has caused it, like a faulty spin motor. But sometimes one will go spontaneously, Playstations do it quite often.
