I do ISP tech support, and this has happened three times in the past few weeks. In one case, I was setting up a system in the office, so I have a fair idea of what things I did. It was a just-out-of-the-box system, so I was going through the normal run-first routine, set up one admin account with no password. But when I tried to set up Outlook Express, it would not save the password, even if "save password" was checked.

I was able to "fix" the problem by creating a new admin account, in which Outlook Express worked fine. Since they were all new machines, I went ahead and deleted the weird-acting accounts. However, what would I do if I had a system that I couldn't delete?

Are these PC's HP Pavilions? I had two out-of-the-box systems with the same problem. I did the same thing you did to fix it.

I don't recall all of them, but I just had another one so at least two of them were HPs. Thanks for the link, I think it's the same technique described in a Microsoft KB article I stumbled across.
