tool tips in WinXP

there is a lot of tool tips everywhere in WinXp
so how can I costumization it or disable it .

I think he wants to turn off 'balloon help' that pops up when you put cursor over icons....

Start > Run > gpedit.msc > Go into administrative templates, I'm not exactly sure where the option is as I'm not using an XP machine at the moment, but it is in there. Look for something to do with balloons or tooltips.
