computer bootless

I am running intel P-4 1.5,w/shuttle p-4X266 DDR via MB,2x256meg ddr,ati radeon 64meg ddr video,WD 30 gig hd and using windows xp and when I start my computer i have to push reset before it will bootup.any help please.

Make sure that all power management is shut off in the BIOS. Also be sure that case power button cable on the right pins.
