I want to watch TV in my computer and at the same time I want other people in my network to watch TV. Is it possible to share a TV card in a network environment.

A regular TV card probably doesn't do this, but a video capture card will. My roomie used a ATI all in wonder to do this. The card needs to be able to support the a capture driver so Windows Media Encoder (or Real or Quicktime) has a source to pull this from. You will need to research web streaming technology in order to get this going. You will need to be able to "broadcast" UDP protocol rather than TCP.
