Nero 5.5.9.0 and Windows98 SE

Could anyone tell me what this installer error message means,
when I install Nero 5590 on Win98SE, just as it about to finish updating registry this message appears.

"ATL.DLL could not be registrd"

The program seems to run normal otherwise, checked for this ATL.DLL but it does not live on my system.

I think that maybe why it isnt being registered,

try uninstalling nero, removing the temp files its created and trying again,
