have a computer with windows XP home.... it is on dial up, it will surf all day long but will not surf to a secure site...... it has norton internet security and personal fire wall.... but i have disabled them and there services and still no avial.... please advise

Have you downloaded any of the critical updates for XP / IE 6 from the Micro$oft site?

First, in Internet Options, under the Advanced tab, scroll down the list until you see the Security section and make sure both SSLs and Fortezza have checks in their boxes.
Secondly, run the Internet Explorer repair utility.

got it fixed...... darn norton internet security..... thought i had it all out...... guess not....... wiped it ind just put in NAV 2002 and all is well.... thanks for the help.

Here's something else to note:
I recently installed a Netgear FVS318 router/spf/switch. A couple of days later, I heard that the company in which I installed it couldn't access Hotmail.
Turns out that the FVS318 has a "keyword blocking" portion of the firewall that, when activated, screws with some SSL sites.
I know this isn't related to your problem, but I thought I'd put this out there. I can imagine many a tech pulling their hair out trying to open ports and crap.
