It sounds to me like a rights issue, unfortunately the user doesn't know the administrative password, (at this point I'm not even sure there is an administrator account on XP home).
If anyone else has an idea on how to solve this issue let me know. BTW going into the registry isn't an option for me. This user doesn't understand enough about it not to screw it up.

the admin account only shows up in safe mode when there are multiple users set up.
try booting into safe mode and if the admin account is there try a blank password.

We had systems were the Windows Installer is corrupted and Norton won't install. By updating the installer that solves the problem. Links can be found on symantec.com by looking at how to reintstall Norton after a virus has damaged a system.

....:confused: I am running Windows XP home edition and I only have one account (with admin rights) even the Guest account is disabled, and the safe-mode admin account shows up for me (...of course only in safe-mode...:D ), so theres no need for multiple users for this to happen!!
