Framerates for ATI 9700 Pro

Is there a way to tweak the ATI 9700 Pro? My framerates in Crimson Skies are low compared to my other teammates who have the same card. My framerates are right at 60fps while the others in the team are 90+.

I have a Soyo P4x400 motherboard, 2.53GHz, 500MHz fsb, 1GB PC 2700, Windows XP.
