When I load a cd into my External CD Writer and then remove it, explorer shows that it is still there and will not recognize a new cd in the drive. It is a HP writer and I am running Windows 98SE.

If it does, can Auto Insert Notification be enabled for that drive in Device Manager? That's what automatically refreshes removable media in Explorer. If you enable this function, it eliminates the need to use the F5 key.
