How do you change from "users must enter a password" to "windows assumes the same user always uses the computer" so that it boots up without having to enter a password (the welcome screen) or hit Ctrl+Alt+Del?

Thanks,

Do you have more than one user account?..if not, just turn off the guest account in the control panel/users section You can also customize password protection or turn it off there.
