From what I've heard, you can only do stuff like that with aftermarket fuel injection systems. I don't think the stock stuff would allow anybody to mess with it.
The only time I've ever seen that was on a '70s Camaro with aftermarket FI, and no, I can't remember the company name.

I did a google for wrx message boards and found this one http://www.machvforums.com/ If you want to take a look at where I learned, it's here (http://www.ls1.com) and here. (http://www.ls1tech.com) and the LS1 tuning archive is here. (http://www.ls1edit.com/pipermail/ls1edit/)

Here's my experience with tuning/performance. Maybe it'll help. I use a program called LS1 Edit. The engine in my car (01 Camaro) is an LS1 thus the name. But, different versions of LS1 Edit are used on different PCMs so not every LS1 Edit will work with every LS1 engine so you can't use one software version on a Camaro and a Corvette and have it work. You need the correct version for your model. Additionally, each license is bound to one PCM. There's a little ODB II cable that connects to a tuning unit and then connects to my laptop via serial cable. The things you can edit are usually the same with different vehicles but there's an amazing level of detail and a number of simple ways you can break your car. The most common being the mistake of setting up your car too lean and burning a hole in a piston or worse. The best way to start out is to find a message board or mailing list that deals with tuning and performance for your car. Being an 03 it might be a little hard to find the software right now (LS1 Edit wasn't released for my car until 02, 18 months after I bought it) but, I'm sure there's a number of good boards out there. Check em out, learn as much as you can for a few months (because you have to look at your car as a whole to get the most out of any one performance mod (such as tuning)), learn from other peoples mistakes and identify the guys on the board who really know their ****. Then, start playing with your car. Change one thing at a time, log and analyse your changes, and then repeat. It's a lot of fun playing, it's not a lot of fun buying a new longblock. :)

I mentioned logging your changes, I use two pieces of software. One is LS1 Edit the other is called Autotap. Autotap is a diagnostics logging application (logs can be imported into Excel) and required for tuning. Between the two packages I've spent about $900, it won't be cheap.

Limiters:

four Idle Speed Tables
Five RPM Limits
RPM limit By Gear Table
RPM Limit by Temperature
RPM Limit Delay
Fuel:

Fuel Air Ratio Table
