I'm about to build a new pc for my sis, I've been out of the loop for so long that i don't know what to get anymore! Here's what I"m planning to get:

ASUS mb w/ nForce2 update BIOS to run 400Mhz FSB
2x 256MB PC3200
60-80G HD
GeForce 4 MX 440
(have case, CD burner...etc)

She's a graphics design major and doesn't play any games, so basically I just need a cheap card that does good color / resolution. However, she may do video editing stuff so one w/ Video in / out would be nice... I don't think GeForce 4MX 440 has VIVO...

Will DVI (digital video in) & TV out do it ? There's loads of cards like that probably lesss than $70 ... In fact I'm surprised you can't find anything below $100 with VIVO (video in video out) ... I think you ought to be able to find a 'current generation' card say an ATI 9000/9200 for that or a Nvidia 5200 for that matter, which is much more than you asked for ...;)
