joystick

I recently installed win 95 over win 31 and now my joystick doesnt work. control panel does not show an icon for game controllers. Do I have to reinstall windows a 2nd time or? I have reinstaled the sound card hoping that would work as well as clicked on add new hardware no luck.
The version of windows I put on, is the first version (400.950) with no letters on the end. also I have the Plus by MS if thats important.
