If I try to restart my computer from "Start, Shutdown, Restart" it does the shutdown portion properly then does not start back up. The computer is still powered on but software does not reboot. If I hit the restart switch on the computer it boots up normally.

Anyone know why?

Need a few more details

NT or 2000?
What service pack level?
What motherboard?
What bios version?
Has it always done this?

same problem here...i'm almost certain i picked it up after installing sp3 and have had it ever since...
i've given up looking for a solution and have just gotten use to hitting the reset button after it shuts down. please post here if you do find a solution.

You mention SP3, so that would mean Win2000 Professional... or one of the Server flavours.

Like the original poster was requested, more info about your system would help. ;)

yeah, sorry..
win 2k pro. as good as i remember, restart worked fine on fresh install (sp0) and stopped working at the addition of sp3. i've had it happen on two different pcs, so i've ruled out hardware (as they don't share any same-make components). the 2nd pc went right from sp0 to sp4 and picked up the same problem.

That would imply the acpi is not quite right and needs a bios update, or may simply need the motherboard drivers installed.

For what it's worth, I have Windows XP Home v5.1 SP1, factory-installed on a new laptop, and "Restart" and "Turn Off" don't work for me either.
