I live in PA a friend lives in OH. We want to play Warcraft 3 over the net without battle.net.

Is it possible to setup our computers to act as a Local Area Network over the internet. So that when one of us starts a lan game the other can see it and join?

you can set up a VPN between your two computers - that will do the job
