Laptop touchpad/keyboard not working

Dell c400 touchpad/keyboard and external ps/2 keyboard not working
Reinstalled drivers, which windows will not except
Removed drivers than reinstalled, not excepted
Replaced MB/Touchpad, still the same prob.
Replaced HD with new OS Works fine, still not working with original OS
OS is Win2K

What about safe mode, do they work there? If so, start checking your startups.
