IE Options and Security Tab

Where in the registry can I can go and turn on the security tab where it want be grayed out for the user, we can't change any settings with in the security tab area all grayed out.

The customer is using a Ipac and he cannot get internet option for the security level to accept the active X file to open and look at help on the CD. :bor:
