Can i change the manu language ?

Hello,
the windows than i have is cames with english language manu , is there any way that i can change the language to ather without formating and install a new OS ?? like install a patch or a file ??

In the Windows Control Panel, choose "Date, Time, Language and Regional Options", then click "Add another language", click the "language" tab, and select the language you wish to install.

Do you want the interface to be on a different language?
