http://www.softpedia.com/progDownload/DirectX-Eradicator-Download-2588.html>I believe you can remove directx completely. Then install an older version to solve your problem.I didn't see which version of windows you were running that may make a difference.Removal of directx can cause system instability so do a good read on DXEradicator before you use it.

thanks, but all I want to do is replace that file if I go to an older version of direct x I wont be able to play some of the games and its just pain in the arse, there must be a back up file or something somewhere that it uses if i know where that is I can change it ........

For a system file that is being restored by the file monitoring of System Restore, I think the only way to prevent this happening would be to disable System Restore.
This is hazardous - firstly because manually altering .DLL versions in an inter-related system like DirectX can lead to system instability (which is why System Restore won't let you do it), and secondly when System Restore is disabled, you lose all your System Restore Points, so if it went wrong, it would be up to you to correct the problem.
If a particular version of DX breaks older games, some games producers provide an update patch for that problem. But in stubborn cases if you need a particular version for some games, you may need to set up a dual-boot system, or a spare computer with eg DX8.0 or whatever version contains the file version that is needed for those older games.
