Maybe someone can help me. If I share someones hard drive on the network, so I can view thier files, then other users can see that hard drive too. I want to be able to view the computers hard drives but not let the other users see them. A user with "user" privileges still can see those drives, so i dont think its and "administrator" issue.

Hi kdk & welcome to windrivers forums.
You need to understand about two concepts, simple file sharing (what you are apparently using) which lets all authorised network users share resources & ACL's (access control lists) which allow more complicated sharing arrangements such as limiting specific files or directories for a specific user or group of them...
This, for instance, is how things work in xp accoprding to M$; - How to configure file sharing in Windows XP (http://support.microsoft.com/default.aspx?scid=kb;en-us;304040) but the idea's are used in a number of windows operating systems.
