OK, I'm pretty familiar with how to do that but read on:
H.R. wants to setup a machine where people fill out their job application online and that's all. So I need to setup the user account to start IE at log-in but not have them be able to do anything else, not even close IE.
Can this be done with Windows or is a 3rd party app required?

Group policy and restrict access to no access to hard drive, set up a limited account and have it set to autologon.Set home page to the page you want loaded start IE in Kiosk only mode. Remove all programs from start menu so they have no access to anything even hide the taskbar.Place IE in the start menu. Then save the Group policy
When you then restart check and make sure the settings are as you want them. If you need to make changes hold shift and log off and it should allow you to logon as administrator then edit the group policy and make any other adjustmentys you want mad , enable the policy again and restart the pc it should auto logon as the limited user and on startup should open IE and take it right to the page you have setup.
It can take awhile getting all the policies that you want setup exactly the way you want but will work.
I had to setup 4 that way to on boot up open kiosk mode on a tsac session to log them into the domain and they only had access to their work realted stuff on the server. It does take some deep looking at the policies but once you get one done and document it the rest if needed are fairly quickly setup.
